The interior concentric circle depicts a graphically styled eagle. The eagle's wings stretch into the second concentric circle. The eagle's talon on the left holds an olive branch with 13 leaves and 13 seeds while the eagle's talon on the right grasps arrows. Centered on the eagle's breast is a shield divided into three sections. The top section is a sky with stars, the bottom left section contains a cloud, the bottom right section contains four wave shapes separated by lines. Nine rays of light emanate from the top portion of the concentric circles. Eleven stars form a semicircle around the lower portion of the concentric circles. The interior background of the shield design has a repeating cross-hatched pattern comprised of horizontal and vertical series of lines.
