The Chinese characters transliterate to "GE XIAN WENG" which means "Ge" (a Chinese surname), "fairy" and "old fellow" respectively, and collectively refers to an ancient Taoist alchemist whose surname is "GE", and full name Ge Hong, who lived about 1700 years ago.
