The mark consists of a stylized, vertical, shaded Capitol dome situated on top of a horizontal, shaded, rectangular base that contains three horizontal, non-shaded, stacked wave shapes. The wave shapes do not touch each other. They are curved, nonidentical, and extend the width of the rectangular base, but do not touch the top or bottom horizontal borders of the base. The wave shapes vary in thickness and are generally thinner towards the center of the mark and thicker towards the outer borders of the mark.
