The mark consists of a round badge with inner rings. In outermost ring is a thin, solid black ring. Inside the outermost black ring, is a slightly thicker gold ring. At the bottom of the white ring, the word "AWARDS" appear in uppercase letters in blue font. The word "AWARD" is separated on the right hand side from the word "WORKFORCE" by a single gold star. The word "AWARD" is separated on the left hand side from the word "NATIONAL" by a single gold star. The next ring in the round badge is a thin line of gold. The fifth ring in the round badge consists of a blue circle in the center of which appears the emblem of an eagle, with wings raised high and spread feet and talons. The eagle is represented in the color gold and is wearing a chest of medals in various colors including a medal with red, white and blue ribbon the left, a medal with a green and gold ribbon in the center, and a medal with a white, blue and red ribbon on the right. Two blades of wheat, touching at the bottom, encase the medals on the eagle's chest. The eagle's head is facing to the right. Above the eagle, in a gold banner appears the word "RECOGNIZE" in uppercase blue font. Beneath the eagle, in a gold banner appears the word MERIT" in uppercase blue font.
