The mark consists of two concentric circles, the inner circle is black and has the maps of the state of Virginia and North Carolina placed in the center, in gold. Above the map of Virginia is the phrase "VIRGINIA" in gold upper case letters, below the map of North Carolina is the phrase "NORTH CAROLINA" in upper case gold letters. The outer circle is white outlined in black and has a ribbon-style banner in gold outlined in black with black shading that encircles the inner circle but the two ends of the ribbon do not meet, rather they create a gap where an image of a hand bell in gold with black shading is placed. The end of the ribbon on the left side has the phrase "SINCE" in black upper case letters, and the right side end of the ribbon has the number "1979" in a black font. The letters "SEBA" in white upper case letters outlined in black are spaced through the top half of the ribbon banner, where the "S" and "A" appear across each other, exactly in the halfway mark of the circle. In between the letters, as well as before the "S" and after the "A" are white diamond shapes with a white circle above each diamond shape and one below, all outline in black, superimposed on the banner and extend onto the white space of the outer circle.
