The mark consists of a circle and the outline of the circle is in black. The inner circle consists of alternating red and black concentric rings varying in length from large to small with the largest circle being on the outer circumference of the circle and the smaller circle being in the middle of the circle. On the upper portion of the outermost red ring, the red does not go all the way around but instead stops and the black portion is visible in the uppermost portion of the circle.
