At the bottom of that circle between the big one and the small one there are the words, "REPÚBLICA DOMINICANA". Then, creating another circle after those letters, which will be like a smaller circle inside the bigger one, also a series of alternating black lines, some smaller, some bigger, and inside that smaller circle in the middle, is a Penguin, wearing a pair sunglasses, and beach shorts with flowers.
