The mark consists of reflective illusions is combined in two lines where the first letter in illusions shares the letter "I" in the word reflective. The color scheme is white lettering on black. In the center of the mark where the letter "I" is shared, a softened image can be seen in blue. The image is a river of water opening into a bay. Directly in the center of the shared letter "I" is a palm tree, on the left is a canoe, and the background is a shadow of a cliff. This image is similar the seal of Guam but not identical. The image was purposely softened (blurred) to give the illus ional effect.
