The certification mark, as intended to be used by authorized persons, is intended to certify that the business activities in association with which it is used are of the following defined standards; the authorized person or licensee must have been selected as being one of the three leading business establishments within its respective category of business activity and metropolitan area, as determined by the results of an independent scientific survey conducted on an annual basis by a recognized pollster among two major samples of consumers; namely, the general public and the business community, and based upon generally accepted statistical principles; and the authorized person or licensee must meet the applicant's ethical business criteria, and more particularly, the applicant reserves the right to disqualify any person selected by the said survey which has been found guilty of an infraction relating to ethical business conduct within two (2) years preceding the survey.
