35 The business service, a combination of hardware, software, and internet-based communication facilities, is offered to issuers, purchasers, or recipients of frequent flyer miles and other loyalty points (together: "points") where the intent of the commercial or individual user (or the agent of the user such as a call center or web site) is to facilitate the issuance, purchase, distribution, or redemption of points, and the accounting of payments or awards due as a result of any or all of these activities.
