The third circle is larger in diameter and blue in color with thin, faint white rays emanating from the edge of the second circles. There is a ring of white text at the center of the third circle with the words "U.S. DEPARTMENT OF HOMELAND SECURITY" in white font in a circular layout, with seven white stars on the right and left quarters of the circle.
