The certification mark will be used by individuals, other than applicant, who, in the opinion of applicant's separately constituted credentialing commission, possess the ability to provide competent alcoholism and drug abuse counseling services. The credentialing commission will certify individuals (i e, allow them to provide services under the aegis of the certification mark) after evaluating their qualifications.
